Across Sub-Saharan Africa, a sharp rise in anti LGBTIQ+ laws, rhetoric, and targeted attacks is unfolding, but this trend is far from spontaneous. A new executive summary from Justice for Prosperity, commissioned by IPPF, introduces critical findings on how political, religious, and ideological networks are coordinating across borders to fuel hostility and roll back fundamental rights. The report draws on extensive research and intelligence to map how these alliances shape legislation, influence public opinion, and weaken democratic institutions.
The summary highlights how international actors are strategically using narratives about culture, sovereignty, and morality to justify restrictive legislation. It also shows how disinformation, digital mobilisation, high level convenings, and well resourced advocacy groups create an ecosystem where anti rights agendas can spread quickly. While the focus is on LGBTIQ+ rights, the analysis makes clear that these same forces impact broader issues including sexual and reproductive health and rights, freedom of expression, and the space in which civil society operates.
This publication serves as an early glimpse into a complex and rapidly evolving landscape where global agendas translate into local consequences. It is intended to equip advocates, policymakers, and partners with the context needed to recognise emerging patterns and anticipate future risks. You can download the executive summary below.
