Russia’s manipulation playbook in Georgia

Our deep dive into Russia’s information manipulation tactics is now live on YouTube, produced in cooperation with the Australian Broadcasting Corporation.

Georgia has become one of the clearest documented cases of what we at JfP call the anti-rights playbook in action: repressive legislation, manufactured fear, and narrative control deployed with unusual consistency and speed. The conditions made it close to a textbook case, which is precisely why it’s worth studying.

The core elements are well-documented: inflamed anxieties around refugees, LGBTIQ+ rights, and demographic change; targeted pressure on civil society organisations; foreign agents legislation framed as sovereignty protection; and foreign interference dressed up as anti-colonial resistance. None of these tactics are unique to Georgia. That’s the point.
