Save Europe Act: The Far-Right Initiative to Destabilise Europe from Within

On 1 August 2026, a string of pan-European remigration demonstrations begins in Utrecht under the slogan “Europe United Against the EU”. The tour is organised by the Save Europe Act (SEA), the campaign fronted by Dutch far-right influencer Eva Vlaardingerbroek and Austrian far-right extremist Martin Sellner.

The SEA calls itself the first “patriotic” European Citizens’ Initiative (ECI). Its demand is a Europe-wide “remigration” programme: i.e. the mass deportation of people on the basis of racial or ethnic origin. The European Commission rejected its registration on 22 July based on the fact that the ECI does not uphold European values.

Justice for Prosperity (JfP) followed the money and the data behind the campaign. Our results show that behind the technical infrastructure of the SEA there is an opaque network of actors, leading all the way to the Kremlin.

The American behind the infrastructure

The name at the end of the technical trail is Brian Brown, an American anti-gender activist. He chairs the World Congress of Families, sits on the board of CitizenGO and stood in the Russian Duma in 2013 as it passed the country’s anti-LGBTIQ+ legislation, returning to Moscow repeatedly in the years after. In July 2025, Moldovan authorities initially blocked Brown from entering the country, citing a threat to public order. He had travelled to Chișinău to speak at a cultural event flagged by local intelligence as a Russian influence operation, but was ultimately allowed entry following intervention by the U.S. embassy.

Brown holds no visible leadership role in the SEA and instead works a layer deeper. Part of the campaign’s infrastructure sits on servers he co-owns, in the same place as his own anti-rights organisation and a legal defence fund for the lawyer who devised Donald Trump’s attempt to overturn the 2020 election. Someone with administrative control over the SEA domain chose to build it there. In May 2026, Brown publicly defended the campaign’s servers as though they were his own and predicted it would reach two million signatures. On 15 July, he stood behind Sellner at the SEA rally in Brussels, then walked into the European Parliament for an event featuring Vlaardingerbroek.

Where the money goes

Donations first ran to a German association led by a prominent figure of the Identitarian Movement, whose premises were the subject of a money laundering investigation. They now run through a French association that presents itself as a research centre for humanity and religion. The man behind this association is the second largest donor of the ECR party, giving the maximum amount allowed for the past three years.

A new Malieveld protest

In the Netherlands and Belgium, the SEA is promoted by right-wing extremist groups including Voorpost, Schild & Vrienden, (G)NSV and Defend Netherlands. A new Malieveld demonstration is now being prepared, one year after the riots there. Its organisers have publicly announced a partnership with the SEA. In the closed channels JfP monitors, the same people circulate racist remarks and glorify Nazism. The public claim is “remigration”, but the private one is full of racism and antisemitism.

Shifting the Overton window

Until recently, “remigration” and the “Great Replacement” belonged to neo-Nazi networks and the manifestos of far-right terrorists. A campaign with 600,000 signatures and the public backing of MEPs moves them into ordinary political debate. Vlaardingerbroek named that strategy herself in October 2024, writing that she and her allies were “pushing the Overton window in real time”.

With Brown, three currents, the American Christian right, Russian Orthodox nationalism and European Identitarianism, meet in a single campaign. They share no country, church or organisation, but instead a shared aversion to liberal democracy. With this investigation, JfP uncovers the hidden layers behind the SEA.
